## Why Three
One copy is a hostage. Two copies argue. Three copies vote. The LOCKSS tradition sized community preservation the same way: enough independent replicas that no single loss — technical, financial, or human — can take the collection down. Pages are kilobytes of JSON; any one kit carries a whole cluster.
## Three Substrates
Each Mouse hosts differently on purpose — one on a big CDN's free static tier, one on a small paid European CDN, one on content-addressed storage behind the Federated Pinning Service. Provider diversity is the hedge: free tiers change their minds, and the Read Write Split makes moving a cluster a republish, not a migration.
## The Loop
A cluster that needs stewardship publishes a Request for Guidance. An embassy answers with a pledge. When the third pledge lands, the cluster is safe. From there the pattern repeats — more mice, more embassies, more copies — by fission at the Palava bound, never by bigger servers.
