A Request for Guidance — an RFG — is how a cluster asks the federation for stewardship. It is a page, not a form: it says what the cluster is, why it matters, and what care it needs. Embassies answer with pledges.
## The Pledge
A pledge is two small acts: a wiki page declaring what the embassy will steward, and a DNS delegation that makes the embassy a live serving target for the cluster. Because of the Read Write Split, honouring a pledge is a republish — minutes of a kit's time, not a migration project.
## Trust
Reading is open to all; publishing is not. Write access to a cluster follows the federation's trust graph — pledges from known embassies, vouched by known embassies. The RFG page itself records who answered, so stewardship history is part of the commons it protects.
## Guidance Before Machinery
